Source text - English UKRAINE, which lost Crimea to Russian annexation this spring, just got smaller again. Russian-backed separatists declared sovereign governments on the back of sham elections in Donetsk and Luhansk on November 2nd. America, the European Union and the UN condemned the vote for imperilling a ceasefire agreed in September. Russia welcomed it, but stopped short of official recognition. Officials in Kiev, Ukraine’s capital, insist diplomacy is working. In reality, only a military effort can now bring the rebel-held territories back, and Ukraine’s army is not up to the task. As NATO’s most senior general acknowledged, eastern Ukraine is becoming one of the unresolved “frozen conflicts” that dot Russia’s borders.
Translation - Bulgarian Украйна стана по-малка отново, понеже изгуби Крим тази есен от анексирането на Русия. Русия подкрепи сепаратисти, заявиха независими правителства, с помощта на фалшиви избори в Донецк и Луганск на 2-ри ноември. Америка, ЕС и ОН укоряват вотът застрашавайки примирието одобрено през септември.Русия го прие но се спря набързо на официално приемане. Длъжностни лица в Киев, столицата на Украйна, настояват за дипломация. В действителност само военна помощ може сега да върне завзетите територии от бунтовници, а армията на Украйна не може да се справи със задачата. Като най-старшия генерал на НАТО призна, че източна Украйна става един от нерешените ‘‘ замръзени конфликти‘‘ който слагат точна на руските граници.

Вчера (16 октомври) Руският президент Владимир Путин пристигна начело на делегация в столицата на Сърбия по повод 70 години от освобождаването на града от нацистите. В негова чест сърбите организираха парад 4 дни преди датата на Ден на освобождението, който се пада на 20 октомври.

Yesterday (16 October) the Russian President Vladimir Putin arrived with a delegation in the capital of Serbia on occasion of 70 years from the town`s release from the Nazis. In honour of the release, Serbians organized a four day parade before the date of the Day of Release, which was on 20 October.

Новият екип на здравното министерство ще се опита да намали напрежението в сектора заради прехвърлянето на отговорностите на държавата към НЗОК. Новият здравен министър проф. Николай Петров ще направи опит да се справи с тежкото наследство от предишното правителство в болничния сектор, като задачите, които си поставя екипът му, са три - да убеди здравната каса да възстанови заплащането за лечение в болниците на нивата от миналата година, да направи нов опит реанимационните отделения да получат справедливо заплащане за работата си и да не допусне кризи за лекарства в онкоцентровете. История на проблема в реанимациите. До миналата година здравното министерство плащаше спешната помощ, интензивните грижи, инвитро процедурите, психиатричната помощ, ваксините и др., които се смятаха за задължение на държавата към всички граждани, здравноосигурени или не.

The Ministry of Health`s new team will try to reduce the stress in the sector/department due to the transfer of responsibilities from state to the NHIF.
The new health minister Professor Nikolay Petrov will make an attempt to cope with the legacy of the previous government in the hospital sector. The tasks which his team wants to cope with are tree - to persuade the Health Insurance and to refund the payment for hospital care levels from last year. He also wants to make a new attempt for receiving a fair payment for the work of the reanimation wards. He will not to let crisis for medicines in the oncological ward.
History of the problem in the reanimations
Until last year, the Health ministry was paying the emergency services, intensive cares, IVF procedures, psychiatric care, vaccines, etc.., which are considered a responsibility of the state to all citizens, insured or not.

Nach einer Beratung der Parlamentarischen Geschäftsführer der Bundestagsfraktionen mit Vertretern der Bundesregierung im Kanzleramt erklärt Dagmar Enkelmann:
"Auch dieses Treffen hat keine Klarheit darüber gebracht, wie die Finanzkrise gelöst werden kann. Die Bundesregierung hält am Fiskalpakt unbeirrt fest. Die Vorschläge für einen Wachstumspakt werden durch das Kürzungsdiktat der EU und die geplante europäische Schuldenbremse konterkariert. Letztlich sind sie nichts weiter als unverbindliche Absichtserklärungen, mit denen ein solidarisches Europa nicht zu erreichen ist. Nach wie vor ist von einer Regulierung der Finanzmärkte weit und breit nichts zu sehen. Die Aussagen der Regierung dazu sind mehr als dürftig und zeigen, dass hier keinerlei Verhandlungsbereitschaft besteht.
DIE LINKE bleibt bei ihrer Forderung nach einem europäischen Investitionsprogramm nach dem Vorbild des Marshall-Plans, nach wirksamer Förderung des Kampfes gegen Arbeitslosigkeit, insbesondere Jugendarbeitslosigkeit, sowie nach Investitionen für nachhaltige Wirtschaftsentwicklung. Zur Regulierung der Finanzmärkte muss eine Finanztransaktionssteuer eingeführt und die Ratifizierung des Fiskalpaktes gestoppt werden."

Правителството на федералната република е все още на грешен европолитически път
След съвещание на председателите на парламентарните групи на фракциите в Бундестага с представители на правителството във ведомството на федералния канцлер, Дагмар Енкелман обяснява: ,, И тази среща не внесе яснота, как може да бъде решена финансовата криза. Федералното правителство уверено се придържа към фискалния съюз. Предложения за икономически растеж на съюза се ощетяват чрез диктата на ЕС за съкращения и намаляване на дълговете. В края на краищата те не са нищо друго освен необвързващи обяснения на намерения, с които не може да се постигне една солидарна Европа. Както и преди никъде не се вижда регулиране на финансовите пазари. Изказванията на правителството по този въпрос са повече от оскъдни и показват, че не съществува никаква готовност за преговаряне. Левицата остава при искането си за европейска инвестиционна програма по примера на плана Маршал, за ефективно поощряване на борбата срещу безработицата, особено младежката, както и инвестиции за трайно развитие на икономиката. За регулиране на финансовите пазари трябва да бъде въведен финансов данък върху трансакциите и да се спре ратификацията на финансовия съюз.
