La question de la violence et de la pornographie à la télévision suscite tant de passions qu'il n'était pas inutile, avant que s'ouvre un débat public, de demander à des experts un diagnostic aussi précis et mesuré que possible.
Une des premières conclusions que formule le groupe de travail réuni à l'initiative du ministre de la culture, est que la violence et la pornographie à la télévision ne sont pas sans conséquence sur la "montée indifférenciée et indistincte de la violence et de la délinquance dans tous les secteurs de notre société". A ceux qui nient l'existence d'un lien direct entre le contenu des programmes et l'état de la société, la commission répond par une évaluation des effets de "l'inflation de la violence à la télévision".
Les recommandations de la commission sont relativement modestes, ce qui est plutôt une bonne chose. Elles suggèrent une durée probatoire d'un an avant que soient envisagées "des mesures plus drastiques". Elles se fondent sur le respect de la liberté de création, tout en soulignant qu'en cas de heurt entre le principe de liberté et le principe de protection des enfants c'est le "droit des enfants" qui doit prévaloir. Elles insistent enfin sur la responsabilité de chacun: l’État, les diffuseurs, les réalisateurs, les familles, les éducateurs.
Mettre la pornographie hors portée des enfants par divers procédés, demander aux chaines d'améliorer la signalétique de leurs émissions, de renoncer à diffuser des programmes violents ou pornographiques dans la journée, d'assurer aussi un large volet éducatif: ces propositions vont dans le bon sens. Elles ne lèvent pas toutes les ambigüités, propres à la nature même de la question posée. Car il y a bien une violence dans le monde tel qu'il est dont l'information télévisée devra toujours rendre compte.
Translation - English VIOLENT SCREENS/ VIOLENCE ON OUR SCREENS
The issue of violence and pornography on television provokes such strong feelings that there was some advantage to ask a group of experts to examine the situation as accurate and balanced as possible before the public debate began.
One of the first conclusions formulated by the working group gathered together on the initiative of the Minister of Culture is that violence and pornography on television are not unrelated to the "widespread general increase in violence and delinquency in all sectors of our society". In answer to those who deny any direct link between programme content and the state of society, the commission's response is to assess the effects of "the marked increase of violence on television".
The recommendations of the commission are relativeley modest, which is rather agood thing. They propose a probationary period of one year before "more drastic measures" are envisaged. They base themselves on respect for creative freedom while emphasizing that in cases of conflict between the principle of freedom and the principle of protection for children, it is "the rights of children" which must take precedence. They conclude by stressing the responsibilities of all parties: Government, broadcasting companies, programme makers, families and educators.
The proposals are clearly a step in the right direction: to put pornography out of the reach of children by various means; to ask TV stations to improve the way their programmes are coded, to abandon showing violent or pornographic programmes during the day and also to ensure a large educational provision. They do not resolve all the ambiguities, inherent in the very nature of the question. For there is indeed violence in the world as it is, and television news will always have to give an account of it.
