Source text - English When problems are truly global, there may be need for a truly global instance to oversee and coordinate the actions of individual states and communities. Thus, United Nations attempted to address the issue of environmental crisis at a global level in the ongoing meetings that comprise the Paris accords.
The Paris accords are an agreement within the United Nations Framework Convention on Climate Change (UNFCCC) dealing with greenhouse gas emissions mitigation, adaptation and finance starting in the year 2020.
Unfortunately the Paris accords concentrated too much on political and financial issues and were unrealistic both in their proposed mechanisms and in their goals. In the end, it did not address the issue of pollution, but instead became another means to extort large sums of money from developed countries with no clear plan as to how that money would be spent or what kind of results one could expect from such large expenditures. Such an outcome is the natural result of an overly-bureaucratic, centralized approach. In the end, the Paris accords made it clear that any practical and cost-effective solution to the problem of pollution would need to originate in and be conducted by individual countries.
This more balanced approach to pollution reflects better the fundamental principle of good governance which the Catholic Church completely supports, namely the principle of subsidiarity. Subsidiarity is a governing principle that holds for important matters to be handled at the lowest level possible. It holds that decisions should be made at a local level where people most affected by the decisions may participate in the actual decision making, rather than have important decisions made by a distant and unaffected, centralized authority.
The Catholic Church addresses the issue of subsidiarity explicitly in the third part of the 1982 Catechism of the Catholic Church entitled, "Life in Christ", when it addresses "Person and Society". There the Catechism states:
Excessive intervention by the state can threaten personal freedom and initiative. The teaching of the Church has elaborated the principle of subsidiarity, according to which 'a community of a higher order should not interfere in the internal life of a community of a lower order, depriving the latter of its functions, but rather should support it in case of need and help to coordinate its activity with the activities of the rest of society, always with a view to the common good.
In addressing the issue of subsidiarity, the Catechism of the Catholic Church refers to the long-standing and well-grounded teaching of the Church on social justice. Thus it quotes from both Pope Pius XII's 1931 encyclical Quadragesimo Anno and Pope John Paul II's 1991 encyclical Centesimus Annus.
The issue of subsidiarity is very important here because it helps to connect concerns about pollution with authentic concerns about social justice. In so far as subsidiarity marks the Church's teaching on justice, it remains an important part of her concern for the poor and needy. If the issue of pollution is truly to have a theological component, then the principle of subsidiarity must remain an important element. The Paris accords seem to lack this important principle of social justice and therefore fall short of the good that it seeks to accomplish, namely the good of human persons.

Source text - English This Maoist guerrilla has virtually disappeared nowadays. The Partido Comunista Del Péru Sendero Luminoso (Communist Party of Peru Shining Path) was founded by Abimael Guzmán Reynoso, aka “President Gonzalo”, born on December 3, 1934, in Mollendo, in the Islay Province, (Arequipa region ). Guzmán was a Marxist professor of philosophy who received his political training in China, which he visited in 1965 during the Cultural Revolution. The Shining Path was the result of the split between the Communist Party of Peru, when Abimael Guzmán became the leader of the pro-Chinese faction. He resigns from his university position in 1978, choses clandestine actions, and creates the Shining Path to fight against the Peruvian government.
The Shining Path began its armed operations in 1980. Based on Mao Zedong’s ideas, the action plan was to encircle cities through three-stage campaigns:
Agitation and propaganda actions (agitprop).
General offensive against the State and its military power.
Total war until the fall of the besieged cities.
Like many South-American revolutionary groups, the Shining Path guerrilla derived its income through the taxation of coca growers and cocaine traffickers. In 1986 to guarantee this income, the Shining Path took control of the Apurímac, Ene, and Manraro rivers valleys, the top producing coca areas. Peru is the second largest coca leaves producer of Latin America, after Colombia, and in 2015, 69% of its coca production originated from this region. “President Gonzalo” was also rumored to have another rather unusual business: he is said to have had a pre-university school that not only made money, but also served as a place of recruitment. The annual income of the Shining Path was valued at 100 million USD, enough to acquire all the weapons and ammunition it needed for its operations.
This popular, secretive, and well-organized guerrilla was at first warmly welcomed by the Andean peasants, to whom it redistributed lands. Later, once it became dogmatic and totalitarian, it became extremely brutal against the Quechua populations that it was supposed to protect.
Following a peasant massacre in 1989 and a scorched earth policy, the Shining Path lost the support of the indigenous population, a capital offense for a guerrilla.
Furthermore, the organization had a strict top-down structure that precluded any joint action with the other popular organizations and revolutionary parties, and became even more isolated. An example of this isolation is the fact that instead of attacking only the military, the police, and the public servants, the Shining Path also fought against another guerrilla which was not Marxist enough for its taste, the Túpac Amaru Revolutionary Movement.
Eventually, thanks to energetic President Alberto Fujimori’s firm determination, two organizations were created, a counter-terrorist task force (the Sinchis) and the Counter-Terrorist Directorate (Dincote), led by General Antonio Ketín Vidal. The actions of these counter-terrorist forces and those of the head of the secret services, the powerful and terrifying Vladimiro Montesinos—who would end up in jail on charges of corruption—will inflict severe setbacks to the Shining Path. In 1989, fifteen of its leaders were caught, which represented a serious failure for the organization.
In 1991, the peasants couldn’t endure the guerrillas’ brutalities anymore and formed the Rondas Campesinas, equipped with shotguns provided by the authorities. These groups received an official blessing and became self-defense committees with 7,226 units all around the country, further seriously harming the Shining Path.
The organization was left leaderless on 12 September 1992 when the Dincote agents arrested “President Gonzalo” and eight other Shining Path ringleaders, including Elena Iparraguirre (“comrade” Miriam), his partner and faithful right-hand person. Guzmán’s computer contained an inventory of all the military units and the militias, along with their locations and weaponry. It also had the numbers of partisans of the organization, which at its height had up to 25,000 fighters.
The arrest of “President Gonzalo” was the killer blow for Shining Path, which was built on personality cult. Gonzalo took even inspiration from Chairman Mao’s Little Red Book by publishing the “Gonzlo Thought” and by calling himself the Fourth Sword of Communism (after Karl Marx, Vladimir Lenin, and Mao Zedong!). In 1993, a military tribunal condemned him to life imprisonment. A retrial in 2006 by a civil court confirmed the sentence.
One can reasonably assume that with the imprisonment of its charismatic leader, upon the cult of whom it is built, Shining Path is definitively rendered harmless, and even more so since his successor, Óscar Ramírez, was also arrested in 1999. In the end, the extremely brutal Maoist guerrilla killed over 69,000 victims, left 100,000 orphans and uprooted 600,000 people during its 20 years of fighting. Seventy-five percent of the casualties were Andean peasants, the very people it was supposed to protect!
And although several other leaders tried to keep the fight going, Shining Path is nonetheless a shell of its former self and is no longer a serious threat for Peru.
However, the Movement for Amnesty and Fundamental Rights (MOVADEF) launched by A. Guzmán’s lawyers might someday constitute a threat for peace. It is operating from the shadows to promote the Shining Path’s ideology and is a proponent of war as a mean to brutally achieve social change. It has 74 bases, in Peru and abroad, naturally including one in France, as every revolutionary movement is wont to do.
