در تعاريف سنتي از سازمان ، آن را بعنوان سيستم بسته اي جدا از محيط و شامل افرادي با هويت ثابت و ساده تلقي مي‌كردند . سازمان ها نه تنها سيستم بسته و جدا از محيط نيستند ، بلكه آنها باز و وابسته به كاركنان، منابع و اطلاعات و محيط مي باشند. در واقع ارتباطات با عناصر بيروني ممكن است حياتي تر از ارتباطات با عناصر داخلي بوده و در خيلي از وظايف اصلي ممكن است تمايز بين محيط و سازمان ، متغير ، مبهم و قراردادي باشد. ( انظاري رستمي ، 1385)
سارمانهای دولتی به علت عدم انعطاف پذيري بالا ، توانايي بهينه سازي و ايجاد ارتباطات ايمن و فوري – ارائه خدمات مخابراتي و تكنولوژيكي و مفيد و كارايي را نخواهند داشت. بنابراين، نياز است تا با شناسائي مباني موفقيت (سرعت ، انعطاف پذيري، نوآوري، كيفيت ) و انسجام منابع ، اقدامات مناسب در محيط دانش سازمان به سازماني چابك تبديل شوند. سازمان هاي چابك نيازمند سيستم هاي اطلاعاتي و ارتباطي پيشرفته و انعطاف پذيري است كه هم جريان روان و مطمئن اطلاعات را با توجه به مشكلات تضمين كند و هم قابليت انطباق با شرايط متغير را ايجاد نمايد ، لذا كليه عوامل داخلي و خارجي مؤثر براين فرآيند و زمينه هاي اجرا بايد مشخص و اولويت بندي شود . ( كريمي ، 1381 ) بدون اطلاعات صحيح و كافي، سازمانها در درياي عدم اطمينان غوطه ور خواهند بود. هرقدر بر پيچيدگي محيط و سرعت و شتاب تغييرت افزوده شود، عدم اطمينان افزايش مي يابد و تنها چيزي كه مي‌تواند اين عدم اطمينان را كاهش دهد، پردازش صحيح و بموقع اطلاعات است . در اين عدم اطمينان ها، آنچه كه مي تواند سازمان را ياري نمايد، فن آوري اطلاعات و ارتباطات مي باشد. فن آوري اطلاعات و ارتباطات با ويژگي ذخيزه سازي، پردازش، بازيابي و انتقال اطلاعات قادرند برمحدوديت هاي موجود در اين زمينه فائق آيند ( همت آبادي 1382 ) فن آوري اطلاعات و ارتباطات بر روي نحوه طراحي و چابكي سازمانی تأثير بسيار زيادي مي گذارد و سازمان براي اطمينان از بقاء خود لازم است كه از فن آوري اطلاعات و ارتباطات بيشتر استفاده نمايند .با اجراي فناوري اطلاعات و ارتباطات، فرآيندهاي مختلف را تشخیص داده و در جهت تسهیل و تسریع این فرایندها از یک وضعیت ایستا به یک وضعیت پویا حرکت می نماییم و از آنجا كه فناوري اطلاعات و ارتباطات مقوله‌اي فرابخشي است نهادهاي مختلف در سر در گمی بسر می برند.
لذا در اين تحقيق ضروري است كه عوامل موثر برپياده سازي فناوري اطلاعات و ارتباطات مشخص و الويت بندي شود تا فرايند انتقال از سازمان سنتي موجود به سازمان چابك كه توانايي برقراري تعادل بين انعطاف پذيري ، ثبات و پايداري را دارد ، تجزيه و تحليل شود . تا در پي آن بتوان سازماني واحد براي مديريت فناوري اطلاعات و ارتباطات پيشنهاد كرد ( مهدوي ، 1389 )
بدون انجام چنين تحقيقي ، فرآيند تبديل سازمان از حالت ايستا به حالت پويا ناقص خواهد بود . به عبارت ديگر در صورت عدم شناخت عوامل موثر بر پياده سازي فناوري اطلاعات و ارتباطات ( كه به عنوان مهمترين مؤلفه جهت ايجاد سازمان چابك مي باشد ) وديگر مولفه هاي چابكي سازمان ، فرآيندهاي موجود سازمان روند فرسايشي و كند خود را حفظ كرده و سرعت عملكرد نامناسب ، انعطاف پذيري ضعيف ، كيفيت نامطلوب خدمات ، پاسخگويي نامناسب به مشتريان ، روند افزايشي هزينه ها را در پي خواهد داشت . درنهايت اينكه سازمانها بايد با پياده سازي كامل فناوري اطلاعات و ارتباطات سازمان موجود را از حالت سنتي به چابك تغيير دهد ، بنابراين ، براي اينكه اين فرآيند تبديل ، تكميل گردد ابتدا بايد ضمن شناسايي عوامل موثر برفناوري اطلاعات و ارتباطات و اولويت آنها ، مؤلفه هاي چابكي سازمان مشخص و اثر آنها جهت ايجاد يك سازمان چابك اندازه گيري شود . بنابراين ضروري است چالش هاي پياده سازي فناوري اطلاعات و ارتباطات شناسائي شود ، تا بتوان ضمن استفاده از اين فناوري و توجه به مؤلفه هاي چابكي سازمان ، شركتي ارگانيك و پويا داشته باشيم . ازاين رو هدف اصلي اين تحقيق طراحي مدل چابك سازی سازمانهای دولتی ایران است.
Translation - English Traditional definitions of organization used to consider it as a closed system, isolated from outer environment, and consisting of individuals with constant and simple identities. Organizations not only are not closed, isolated systems, but they are open and depend on staff, resources and environment. Indeed, communications with external elements could be more critical than those with internal elements and, in many major tasks, the distinction between environment and organization could be variable, imprecise and conventional (Anzari-Rostami,1385).
State-run organizations, due to their high inflexibility, would not be able to improve; to develop safe and immediate communications; and to provide useful, efficient telecommunication and technology-based services.Thus, they need to transform into agile organizations by appreciating the foundations of success (speed, flexibility, innovation, quality) and through coherent resources and good practices within the organizational knowledge environment. Agile organizations require advanced and flexible information and communication systems which ensure a smooth and secure flow of information, and at the same time, create the capability to adapt with variable conditions. Hence the need to characterize and prioritize all of internal and external factors influencing this process and their implementation settings (Karimi,1381).
Without correct and sufficient information, organizations would submerge into a sea of uncertainty. The more complex the environment and faster the changes are, the higher will be the outcoming uncertainty; and the only thing that may alleviate this uncertainty is the correct and timely processing of information.
Facing these uncertainties, the Information and Communications Technology (ICT) is exactly what organizations need. ICT is able to overcome the constraints in this area by its characteristics of information storage, processing, retrieval and transmission (Hemmat-Abadi, 1382). ICT has a great influence on organizational design and agility; and an organization, for the sake of its survival, has to use it more frequently. Through implementation of ICT, an organization will be able to identify various processes and to move from a static to a dynamic state [and] towards facilitating and accelerating such processes; and since ICT is an intersectoral issue, different agencies would remain in a state of confusion.
Thus, for the purpose of the present study, it is necessary to identify and prioritize the factors influencing ICT implementation to make it possible to analyze the transition process from an extant traditional organization into an agile one capable of balancing between flexibility, constancy and stability. Afterwards it will be feasible to propose [the formation] of one single organization designated to ICT management (Mahdavi,1389). Without performing such a study, the process of transforming a static organization into a dynamic one would remain incomplete. In other words, if the factors affecting ICT implementation ( as the most important component in creating an agile organization) and other organizational agility components remain unidentified, the organization’s extant processes will maintain their attritional and decelerated trends; and the resulting improper speed of action, poor flexibility, undesirable quality of services, and inappropriate customer responsiveness will lead to increased costs.
Finally, a traditional organization has to transform into an agile one through complete implementation of ICT. Therefore, in order to fulfill such a transformation, one has to identify organizational agility components and theirs influences in creating an agile organization first, while identifying and prioritizing the factors affecting ICT [implementation]. Therefore, it is necessary to identify the challenges of ICT implementation, which will make it possible to create an organic and dynamic organization while employing ICT and paying attention to organizational agility components. Hence the main objective of the present paper which is to design an agility model for Iranian state-run organizations.
