nuevas figuras, inejercicio, opinión de inejercicio

From a table showing the disposition of crime investigation cases. I thought "figuras" meant "mechanisms" (administratively proceedings rather than a court trial), but now, I'm not so sure, and I don't know what the difference is between inejercicio (inaction, or failure to prosecute) and opinión de inejercicio:

I'd fix the glossary entry before making it ... but looks like I won't have that problem in this case! I WILL take to heart what you are saying. You obviously had a good possible answer to at least part of this, and by melding the terms together, I've lost my opportunity to hear what you have to say about this question, and I realize that it detrimental to me and not fair to you ...

Tom: Sorry if I'm not following you. If someone searches for any one of these terms in glossary, it will come up. Even if someone searches just for "nueva" or "opinión," this entry would be in the list. Isn't that true?

The rule isn't the matter. There might be 1 glossary entry for the 3 different parts of the set, making it hard to look up any single constituent term i.e. nolle prosequi for 'non-exercise'.

I guess it's talking about criminal law, so:
Nuevas figuras = New offenses
Inejercicio = inaction (or even lack of prosecution)
Opinión de inejercicio = opinion (or even order) agains the prosecution.
La opinión de inejercicio es la opinión contraria a continuar con los cargos vertida por el superior jerárquico del Ministerio Público que ejerce la acusación.
