I found the following translation although I am not quite satisfied with it:

I believe these regional resolutions or findings can be challenged one of two ways: administratively (por vía adminsitrataiva) or litigiously, that is, adversarially (contencioso-administrativa)
Either adminsitratively because all the i\'s were not dotted or the t\'s were not crossed, as a matter of form, or litigiously, if so challenged by the opposition although structurally they are all right.
