This is an extract from instructions on how to mount cables in a cableway carriage.

Context:
• Seil einfädeln
• ZS-Klemme schließen
• Chockervorrichtung oder Lasthacken befestigen
• Druckrollen in Funktion bringen, dazu (nur bei Modellen mit Kugelhahn) den Kugelhahn in Position „BETRIEB / DRUCK“ zurück stellen.
• Abdeckung aufsetzen
• Laufwagen mittels Kran zum Tragseil schwenken, ggf. TS gegen abgleiten (steiles Gelände) sichern
• TS in die Oberteile einlegen
• Ausspringschutz auf Funktion prüfen
• Personen entfernen sich aus dem Gefahrenbereich
• ZS anspannen
• Laufwagen absetzen
• TS-Sicherung lösen, dazu TS leicht vorspannen
• Tragseil spannen
• Probebetrieb

Seems to fit your context. Look at the first link. It says,

"If ',cable tension "
varies considerably, or is subject 'to" whipping' ac~ion, all
sheaves should be provided with suitable cable, guards to prevent
cable from jumping the sheave."

In section 602.

The second link is a French patent, which I normally do not like to cite, but it is similar.

Also, this question does not appear to have much to do with electronics. It is more mechanical, I would say. You may wish to change that.
