We've got a blonde who doesn't know she's a blonde.

It is taken from East West 101 S03E04. The detectives talking about a blonde suspect girl who was under surveillance. Does they mean dumb? Although the girl was tough and very cautious and she gave them nothing.

@ Jennifer Absolutely not! I think a perhaps commoner expression in EN might be "...she's forgotten to be blonde"
I'm quite sure the implication is that, contrary to the stereotypical expectations, this particular blonde deos not live up (down?) to that reputation — doesn't buy into it, perhaps.

@ Asker I believe it means that she is literally 'blonde' (i.e. blonde hair), only she isn't stupid (i.e. doesn't behave like the stereotypical 'blonde' is supposed to) — in other words, sort of, she doesn't seem to know that she's supposed to behave in a 'blonde' way!
