This is heading with the following text below:

Beginning with the 2013 edition of the Press Freedom Index, the questionnaire will no longer include questions on human rights violations against journalists and media organizations. These questions were included in past versions of the questionnaire, but their absence does not by any means indicate that the index has stopped covering the topic.

My first thought was: bezüglich Menschenrechtsverletzungen

when searching my dics, I come up with "Abrechnung mit...", which doesn't seem appropriate here as it has nothing to do with evening the score or balancing the books.

... in der "Rangliste der Pressefreiheit" (so die deutsche Bezeichnung laut "Reporter ohne Grenzen"). "To account for sth." heißt hier m. E. etwas berücksichtigen, in die Betrachtung einbeziehen.

The text is simply explaining why the topic of human rights violations is no longer a part of the questionnaire. Further context:

Instead, it will be researched by Reporters Without Borders staff members - more than 150 correspondents on five continents, and in 10 foreign bureaux. The index will provide counts of journalists killed, attacked, kidnapped, imprisoned, threatened, and media organizations censored and attacked, and will analyse the trends that the numbers represent.

... geht es hier nicht, sondern "nur" um die (Nicht-)Berücksichtigung von Menschenrechtsverletzungen gegenüber Journalisten und Medien (für die Bewertung der Pressefreiheit). ("to account for sth." kann auch einfach "berücksichtigen" heißen)

... eigentlich auch zuerst, aber hier geht es vielleicht um die Datengrundlage, also um die Art und Weise der Erfassung der dann veröffentlichten Daten (mittels Umfrage) -- wörtlich wäre das das "In-Rechnung-Stellen/Abrechnen" o.ä., die "Berechnungsgrundlage".

Ob das stimmt, kann nur der Inhalt des Kapitels und der Abgleich mit dem Gesamtkontext zeigen.

Steffen Walter: Oder so./Ich denke allerdings, dass "Erfassung" zwar DER Terminus bei Fragebögen ist, die Formulierung in Rameys Kontext jedoch weiter gefasst ist. Im Engl. hätte man ansonsten ja auch "recording/recorded" oder "documenting/documented" verwenden können.

dkfmmuc: Erfassung im Zusammenhang mit Menschenrechtsverletzungen klingt für mich leicht widersprüchlich. Erfassung wird derzeit sehr oft als Euphemismus für Speicherung und Überwachung verwendet.
