The expression that needs to be analysed here is "to up the ante"; here's what the New Oxford says:

ante - a stake put of by a player in poker or brag before receiving cards.

up (or raise) the ante - increase what is at stake or under discussion, especially in a conflict or dispute

ante up - put up one's money, pay up

Now strictly speaking, the phrase is used the wrong way around - if, as a recruiter, your access to potential candidates is vastly enhanced, you should not have to pay up (economically speaking, the price should go down if supply increases). That's why I would not use the literal translation ("den Einsatz erhöhen") - what they're talking about is the enhanced reach when using the Internet to recruit.

Wichtig ist "ante", das im Latein "vor" "vorher" heißt; hier ist der Sinn, meiner Meinung nach, nicht nur vom "vor" sondern auch für "potentiell": durch Internet werden potentiell viel mehr Interessenten angesprochen.

Rekrutierung sagt man jetzt auch für Personal, nicht nur für Soldaten...
