The idiom "to put your foot down" is to say ok enough is enough. This is what we have to do.. So with the wordplay here to put your "other" foot down means to do the same from another perspective.

a) Die Versicherungsunternehmen sollten hier vielleicht energischer auftreten; ihre mangelnde Präsenz bei der ((Ausarbeitung der)) FMI-Regulierung/-entwicklung (im Gegensatz zu ihrem klaren Standpunkt in Bezug auf Corporate Governance) wirkt allmählich schon fahrlässig.
b) Die Versicherungsunternehmen sollten hier vielleicht energischer auftreten; ihr offensichtliches Desinteresse an der FMI-Regulierung/-entwicklung (das im Gegensatz zu ihrem klaren Standpunkt in Bezug auf Corporate Governance steht) wirkt jedenfalls allmählich schon fahrlässig.
Wie findet ihr das? Und wie gefällt euch meine Übersetzung des restlichen Satzes? (Ich bin mir nämlich nicht ganz sicher, ob ich wirklich alles verstanden habe).
