This could by typo for "of the former", as in "...Verbrauch des ersteren...". Otherwise, something is missing after "former".

Comment: "Thanks Derek. But nothing is missing after former (and it is "on the former"). I give you another term with this word in the same context and the german translation as well. But it didn't really make sense to me to translate it like that.
