This is the term applied to "bogie displacement" (UK) and "truck swing" (US), and I think you may use it here. I think this is probably what the writer means rather than "bogie crossing rotation" - a term I've never heard of. See also discussion entry.

"Drehgestellausschlag" is the term applied to "bogie displacement" (UK) and "truck swing" (US), and I think you may use it here as well.
Jedenfalls: "Rad-Gleis" geht nicht, denn ein Rad berührt immer nur eine der beiden Schienen eines Gleises. ;-)
Wild geraten: Das Drehgestell dreht sich aus der Kurve nach außen ("quer") umso mehr heraus, je größer das Spiel ist.
