The optic disc is in the non tapetal fundus, so the fluorescence of the retinal vessels is clearly visible over the retinal pigmented epithelium (RPE). Deficiency in the pigmentation of the RPE, dorsal to the disc between 11 and 1 hour situation, makes the retinal vessels difficult to see in this area .

or something along those lines I think is meant, viewed as a circle, like the hands on the steering wheel (except that's 10 and 2, isn't it?)

This is what I think this is: the observation area is limited to the angle between the 11 and 1 o'clock military positions, if you know what I mean.
