: No, this is about legal validity in Nigeria (domestic) as opposed to any other country (foreign). "Effective" and "valid" don't mean the same thing.

Thanks for your comment, Polangmar. You may be right. I assumed the technical details you mentioned from the word "domestic" and meaning not only within the country, but also in the sense of not being for commercial use.

The way I read it is: this card can only be used in Nigeria, i.e., it is not an'international driving document' as stated at the top.

Upon reading your question again, it is not clear whether this is about a driving permit or about an ID card which can be used to obtain a driving permit. But either way, the driving permit is for Nigeria only.
