I also found the term used in this type of context where they consider it as a kind of bourgeois type painting as opposed to the communist-style painting and this is what it seems to be getting at in your case.
Also, I don't think on the scale of is right here but I'm still waking up .... can't think of the way to turn it yet but you'll probably have to play with it .... something like 'in the tradition of the small-scale (bourgeois) painting'
