The mayor is the elected chair of the city council. Several deputies (adjoints) are also elected and are usually 'in charge' of specific aspects (like in a cabinet). They are ranked and for instance when the mayor is not available, the 1st 'adjoint' chairs the city council meeting and, if not available, the second and so on.
