This refers to a cartoon festival. Elsewhere, 'bulles' appears, which I have taken to mean 'cartoon balloons' or 'speech bubbles'. I do not know whether there is any link or whether this means 'It is going to be wild in ... on ...'

Quite the opposite of wild... Buller means to chill out, basically... So it's a play on words indeed, but meaning it's going to be relaxed.
