Maybe the asker could tell us more about these characters, to save all the guesswork. Or they yobs or budding actors? Hooligans or prodigies? Thugs or charming débutantes?

Je suis d'accord avec polyglot pour jeune premier, ce qui fait que chahuteur est aussi typique du "potache", du jeune adulte juvénile. En tout cas, cela irait dans la direction de Ide Verhelst, mais je suis mal placée pour juger.

OK a " jeune premier" is a juvenile lead (in theatre), usually le beau jeune homme avec un bel avenir.
I see this more as precocious hecklers or the sort of Peter Pan who doesn't want to grow up and, rather than behaving like an adult, prefers to behave like an overgrown adolescent

I think in this sort of conversational type narrative "top class" flows well.
The choice between "hooligans" and "rebels" should depend on the nuance desired.

When used with a negative description of a character trait (as above), the sarcasm comes across well.

If you really wanted to stick to the literal translation of "Premier", you could use "A couple of FIRST RATE hooligans", which portrays the idea to an extent, although not as well as "top class" in IMO.

As you all know, a "jeune premier" is young actor who plays the lead role in a romantic comedy. The character - and often the actor too - is usually a good looking, self-assured and arrogant seducer. To me, "cocky" renders a bit of all that.

I think that maybe the English word "beau" captures best what a "jeune premier" is.

So you could go for : young loudmouthed beaux
