I think in this sort of conversational type narrative "top class" flows well.
The choice between "hooligans" and "rebels" should depend on the nuance desired.

When used with a negative description of a character trait (as above), the sarcasm comes across well.
If you really wanted to stick to the literal translation of "Premier", you could use "A couple of FIRST RATE hooligans", which portrays the idea to an extent, although not as well as "top class" in IMO.
I think in this sort of conversational type narrative "top class" flows well.
The choice between "hooligans" and "rebels" should depend on the nuance desired.

As you all know, a "jeune premier" is young actor who plays the lead role in a romantic comedy. The character - and often the actor too - is usually a good looking, self-assured and arrogant seducer. To me, "cocky" renders a bit of all that.

I see this more as precocious hecklers or the sort of Peter Pan who doesn't want to grow up and, rather than behaving like an adult, prefers to behave like an overgrown adolescent
