Contrairement à ce qui a été souvent dit, les paiements effectués par l’Etat aux fournisseurs de services ne constituent donc pas des subsides ou autres allocations sociales ou caritatives mais bien un retour sur les bénéfices engendrés par l’Etat par la fourniture de ces services. Cela justifie très largement l’implication de la sphère publique dans les mécanismes de paiements pour services écosystémiques et ***rend tous son sens*** à la fonction essentielle de redistribution des richesses allouée aux Etats modernes (welfare economics). Bien entendu, quand l’Etat est le bénéficiaire de services fournis par un privé (eau limpide, protection contre l’érosion etc.), il doit également rétribuer ces services justement.

I am not feeling inspired today! I cannot think of a good way of expressing 'rend tous (or should it be 'tout'?) son sens' in English in this context.

One or the other, according to how emphatic you want to be.
Going for a literal translation just doesn't seem authentic to me. I'm convinced it's actually just a synonym of the 'justifie' which comes earlier in the sentence.
