Bien entendu, quand l’Etat est le bénéficiaire de services fournis par un privé (eau limpide, protection contre l’érosion etc.), il doit également rétribuer ces services justement.
I am not feeling inspired today! I cannot think of a good way of expressing 'rend tous (or should it be 'tout'?) son sens' in English in this context.

Going for a literal translation just doesn't seem authentic to me. I'm convinced it's actually just a synonym of the 'justifie' which comes earlier in the sentence.
