I always find the expression to be confusing. Here, it appears in a Canadian government contract for one governmental agency to provide financing for services to be provided by another government agency.

Here is the sentence:
Les coûts de l'administration sont remboursés au AGENCY X ****à même****** les sommes prévues à cet fin dans l'Accord, jusqu'à concurrence de $XXXXXXX.

Any suggestions, explanation for this term would be most appreciated.

Will be reimbursed FROM the sums alloted ...

since 'for up to' is in the next clause (jusqu'a concurrence de)

The amount provided for in the agreement is a cap, and the 'a meme' refers to that capped amount.
