How would you call in English a "responsable de la maîtrise d'ouvrage" (ex: in a private management bank)?
Would "Project manager officer" work (in a US context? what about a UK context?)

No, it doesn't mean business ownership. Try entering "maîtrise d'ouvrage" - I assume you know what "responsable" means.

Thanks. I've indeed saw business ownership (product ownership) > maîtrise d\'ouvrage

but I don't think it works for a private banking context.
