This is the subject of a letter. The first line of the letter reads: lo scorso luglio avevamo presentato una domanda per l’aiuto alla scrittura.
However, the letter only talks about a young screenwriter who needs to be "aiutato". There are no other technical words. I'm leaning along the lines of "Request for Financial Support"- "Request for Financing of a Screenplay"...Does anyone have any clear-cut answer for this?

I take it they have already written the script and are looking for a fund to spin off their project. If that is the case (the script has already been written) they are then talking about a slate/development fund in order to finance the development of the project and move it into the financing, production phase.

You can replace "slate funding" with "development funding" or "development fund".
A development fund is money you ask to pay all the costs you have to meet in order to raise the capital to get the movie produced (optioning the script, working on the graphics, getting letters of agreement from lead actors, etc.)
If you just write fund it may be confusing because fund may also mean "production fund" (i.e. you are actually asking for the capital to make the movie made).

"Sceneggiatura" is the detailed, final form of the script - the script, as opposed to the plot or outline.

"Help" does not have to mean help with the writing as such. In the case of a letter to an official body, I would suspect that the author might need help with reference, local details, legal features, and so on.
