From the context, it seems like it is saying that it's necessary to be able to have faith in the oparations/procedures, this is a term used in this sort of context, as you can see in the link.
So something like Confidence in operations/Procedural reliability, or anything to the effect of being able to trust and vouch for the methods to a level of safety.. the best term is above
