I think del progressivo arrivato alla data here means counting from the date of arrival from the above context. The above context talks about receiving the ordered goods and if there are any defects or unsatisfactory (not meeting the standards), they will be sent back to the supplier and treated as refusal of accepting the goods, and the goods will be returned with the cost burdened to the supplier. And the supplier will be debited with the cost counting (accrued) from the date of the arrival.

I've seen "sequential number" for progressivo many times as well, especially in ERP.
I think you can leave out the "arrivato alla data" - it's not necessary.
