I've seen 'fortetting' in Prestesaeter's technical dictionary as 'compaction', 'fortetning' in an older technical dictionary as 'condensation' - not sure what is meant because I'm no geographer. Are they talking about becoming more built-up, with transport links making areas more compact, or something else?

They are certainly talking about how existing built-up areas have become more compact, because they have built more new houses there. When I googled "fortetting" and "strategi" I discovered that it was a popular term in kommuneplaner.
I'm not quite sure if "compaction strategy" is the best possible translation, but I can't come up with anything better.
