We could also use 'about', but 're' does capture the idea behind the abbreviation of hk. better, and is the appropriate form for the subject line in a letter.

About the Graduation Certificate

I think "hk" stands for "hakkında"; meaning "about". The letter sent from the university is about the graduation certificate of the student in question.

There is no word such as "mezAniyet" in Turkish :)
It is "mezuniyet" and "mezuniyet" means graduation, authorization, permission
