Normally, schaulkeln means to swing, I think, but if the cable were too long the cars would shake (I think)

This is a rhythmic shaking which when triggered won't stop and can become violent and therefore dangerous

Caused by the carriage (in which the cable-car's wheels are mounted) being too short and swerving or "oscillating" from side to side.

I'm not a cable-car expert, but this is a general engineering problem with this type of equipment.

It\'s rather like the difference between a short car and a long car- the short car has a far greater tendency to wander from side to side.

It depends on whether the rope itself is oscillating, or if the Fahrzeug is swinging:

"What measures are required to avoid unacceptable vertical rope span oscillations (pumping)?"

"Have the towers been suitably spaced to prevent the amplification of oscillations as a result of resonance in the event of chair swing developing?"

I may well be reading too much here between the lines, but this may well mean the above due to a "bullwhip" effect. IOW, that it may bounce the cabin off the wire. AFAIK, all aerial cableways tend to oscillate to some extent; this reference to the spacing of the cable supports seems to indicate that whip is a danger here, and I can only think that means it could conceivably whip the cabin clear and off the wire.
