"Employees working under contract for work and labour" sounds like quite a mouthful to me, especially as a recurrent term in a document to be translated. The above German term is very clear in German. Any proposals for an adequate English expression, as short as possible, that descrives this specific (by German labour law) type of employee?

Both terms are used fairly regularly to describe this situation with a shorter tem. Maybe you can use the long term at some point and then use the shorter terms for the rest of the translation.
