across-the-board concept
or a nationwide concept - it really is a bit hard to tell what they mean. Can you ask your customer?

These \"shop-in-shops\" are called \"concessions\" in the UK: \"The are several concession shops on the Fashion Balcony and on the adjacent first floor to compliment our exciting offer including Planet, Windsmoor, Alexon, Principles, Eastex, Anne Harvey, Dash, Regine, Benetton and Precis\"

complete range
I may well be wrong here - hence the low confidence level - but I think this means that the outlets are being offer the entire range as a "Flächenkonzept" for their store. So I would say "The exclusive complete range for your outlet"

OK, in view of your added comment, I\'d now suggest \"in-store concept\"

\"In-Store Concept
Created for Nike Golf, this ***in-store concept*** comprises a family of wall-mounted and freestanding display units for showcasing clothing, golf bags and golf clubs. A series of plastic attachments can be used to highlight particular garments or accessories\"

“Store-in-store concept” might be a step too far, but here\'s a good fashion reference:
Van Beirendonck loves collaboration. That was clear at the opening of his flagship store in Antwerp. Together with Australian star designer Marc Newson and Antwerp architects \"B-Architecten\", they developed the décor for a former car park building. They developed a ***“store-in-store concept”***, whereby the shop premises offer space to various designers, and Van Beirendonck’s own clothes can be shown in trade fairs and in other environments in a suitable way, thanks to multicoloured, container-like structures.

Be very careful with \"shop-in-shop concept\" (or my \"store-in-store concept\") unless you\'re absolutely sure that that\'s what\'s meant

Not for points! - shop-in-shop concept
Andrew, give yourself the KudoZ points :-) I think you're right with your "shop-in-shop" idea:
