non-recurrent cheating of the other party
'Übervorteilen' is 'cheat' (straight from Oxford/Duden, and perfectly good in this context), and 'einmaliges' simply means it happens only once (literally), in this case becase the other party (the buyer) is not likely to buy a house again from the same builder for the simple reason that (in Europe at least) people buy houses much less often than cars (to use the example from the text).
You could probably use a bit less stilted language if you reword the sentence.
