creo que el primer punto puede referirse a la autorización para trabajar, a obtener una licencia.

Capacitación: proceso de acceso a los recursos y desarrollo de las capacidades personales para poder participar activamente y modelar la vida propia y la de la comunidad en términos económicos, sociales y políticos.

I think 'capacitación laboral' refers to physically being able to work, and 'capacitación profesional' is about having skills.

On the other hand, from some sites I have viewed, both terms are interchangeable.

I think the notion of incorporating \'cap. laboral\' is complex, and perhaps unnecessary:

To be able to participate in teh labour market, an immigrant needs:

1. Professional skills.
2. A readiness to retrain and adapt (to the labour market)

To say work/occupational and professional skills/training is really to say the same thing.

One final possibility is \"occupational skills and professional training\", the former referring to practical experience, the latter to theoretical/formal training.
