Instrumentation = everything to do with (usually remote) measurements: sensors, detectors, etc.
Control = everything to do with (usually remote) control: various command mechanisms, actuators, solenoid valves, etc. etc.
So it sort of amounts to 'measuring what needs to be done' and 'doing it'.
