I would understand this to mean to tune the engine to its utmost.

Makes/lets (your) horses run

Horses are associated with the power of engines, so I guess that everyone should understand.Is it about motor oil or some other chemical stuff improving the performance of engines?

If it's about a powerful new engine itself I would use a phrase like "And you will/can hear (your) horses run".
