anchor (the entrance to the marquee) at its highest point

This is what I think that they mean. The peak/highest point of the marquee/tent, needs to be anchored down to hold the whole thing upright.

Peg the entrance of the tent down at its highest point

I think peg is more fitting for camping, anchor however might be more fitting if it is a marquee.
