The meaning here is easy, but how can I word this so it is clear that we are talking about the very beginning of 01.07 to the very end of 31.12? I don't think we would use the 24-hour clock like this, rather "midnight", but then it is ambiguous...

If one writes an agreement in English one would not use a 24 hour clock, normally we only use the 24 hour clock for timetables, airports etc.

Thanks Astrid, maybe I`m old fashioned but the 24 hour clock was used by the military before, 1600 hours etc, but as said I`m old.

A convention in railway circles is that a train departing at midnight departs at 0.00 in the timetable, that being the beginning of the day in question - here, July 1st. By extension, the train ARRIVING at midnight arrives at 24.00. This seems so logical to me that it is what I have always used, and it has so far been accepted. IMO, it is not necessary to use the "hours" at all - that it it "hours" is self-evident.
