Portuguese to English Law/Patents Law (general) Environmental infringements in shipping
CONTEXT -
A defesa não será conhecida quando apresentada:
a) fora do prazo;
b) por quem não seja legitimado;
c) perante órgão ou entidade ambiental incompetente

I've cogitated "by non-legitimate person" but find that very awkward and want to say something along the lines of "by a person not legally entitled..."

What do you all think?
