This is a document on EM (Efficient Microorganisms), a technology developed by Doctor Teruo Higa at the University of the Ryukyus, Okinawa, Japan.
My problem here is with the word *estacas*. They speak of the types of seeds and I don´t see how stakes or pegs could fit into the context, or am I missing something here? Aren’t the stakes the sticks which hold the plants upgright? Or does it mean that the **stakes/pegs** are submerged in the EM solution? What is throwing me is that it is also under the section “Type of Seeds” and then mentions “estolones” (runners) and “rizomas” (rhizomes) in the same breath.

Para utilizar EM en la siembra de semillas, ** estacas ** o cualquier otro mecanismo de propagación, tenga en cuenta:
1. Seleccione el material a propagar, ya sean semillas, **estacas**, estolones o rizomas. Algunas está tratando con toxico, es mejor lavarla y secar en la sombra antes de tratamiento con EM.
2. Prepare una solución de EM y agua utilizando una dilución del 2%, es decir, 1 parte de EM Activado por 50 partes de agua.
3. Saque las semillas o **estacas** y déjelas secar durante 30 minutos en la sombra evitando el contacto directo de los rayos del sol.
4. Pasado el tiempo de secado, siembre el material y riegue con abundante agua.
5. Sumerja el material según su tamaño así:
Tipo de semillas - Tiempo
Semillas grandes (Ej.: frijol, maíz, café) - 1 a 2 horas
Semillas medianas (Ej.: pepino, calabaza) - 30 a 60 minutos
Semillas pequeñas (Ej.: tomate, rábano, zanahoria, cilantro - 20 a 30 minutos
**Estacas**, estolones o rizomas - 15 minutos

1. Select the materials to be propagated, whether it be seeds, **pegs/stakes/stalks**, runners or rhizomes (I may use rootstock instead). Prepare the EM solution and water utilizing a 2% dilution, that is to say, 1 part Activated EM with 50 parts of water.
2. Take the seeds or **estacas** and allow them to dry for 30 minutes in the shade, avoiding direct contact with the sun’s rays.
3. Following the drying period, sow the material and sprinkle (may use irrigate) liberally with water.
4. Submerge the material according to size, as follows:
Type of seeds - Time
Large seeds (For example: beans, corn, coffee) - 1 to 2 hours
Medium seeds (For example: cucumber, pumpkin) - 30 to 60 minutes
Small seeds (For example: tomato, radish, carrot, cilantro (may use coriander/Mexican parsley) - 20 to 30 minutes
**Estacas* (stakes/stalks/pegs?), runners and rhizomes (may use rootstock for rhizomes) - 15 minutes.

Acerca de tener las estacas bajo el subtítulo de semillas, no es raro que así manejen el término en agronomía. No se refieren a la semilla sexual sino al material de donde puede rebrotar una planta (semilla sexual y "semilla vegetativa"). Es común que se refieran p.ej a un tubérculo de papa como "semilla".
Cutting es la estaca que cortamos para enraizar y propagar vegetativamente una planta.

I had never seen sets before, but guessing from the context and literal meaning I would assume they are scions (injerto), what you graft on top of the rootstock (patrón). Cuttings do not entail grafting, because there are several ways of doing asexual propagation by means of cuttings that do not use the grafting technique. I would say that according to your links, sets and cuttings are not one and the same. Cutting is a very broad term (estaca or more precisely, esqueje). It simply refers to the piece of vegetative (no sexual seed) material that you remove and then use to propagate that genotype. Grafting is one of several ways of asexual propagation. I hope this helps. I would definitely put cuttings, even after looking at Deborah's links.

I believe they are talking about small twigs that you plant to have a new plant grow from there. Hope it helps
